FEES
Fees are fixed amounts that organizations and individuals must pay when being provided with public services by state agencies to serve the state management work.
Thus, the criterion to distinguish here is the purpose. The purpose of the fee is to compensate a part of the expenses spent on providing public goods and services in addition to the direct budget support. Meanwhile, the charge is mainly to meet the requirements of state management, to ensure the legal and administrative interests of the payers, not to offset costs.
